Throughout his career, N. Scott Phillips has worked diligently as an advocate for individuals in his community, especially those who are often overlooked. Given the opportunity to serve as Delegate for the 10th District, he will use his skills, knowledge, and 30 years of business acumen experience to fight for our community.
Currently Scott serves as the Director of a federally funded technical assistance program focused on Advanced Manufacturing, located in Baltimore Maryland. In this role, he focuses on assisting firms with securing capital, securing contracts, expanding markets and strategic business consulting. He is also the founder of the MiHUB Cooperative (Manufacturing Innovation HUB). MiHUB is a jointly owned and operated cooperative for minority manufacturers.
Scott is a product of Baltimore County Public Schools, where he graduated from Woodlawn High School. Upon graduation, he attended Virginia Union University, majoring in accounting and graduating valedictorian of his class. He later attended the University of Maryland Francis King Carey School of Law where he obtained his law degree and passed the bar in 1986.
Service and volunteerism are in Scott’s DNA. Scott focuses his time and talent with various organizations to include his role as Co-Founder of Black Professional Men, Inc., Trustee of Virginia Union University, Member of the Baltimore County Revenue Authority Board of Directors, Former Chair of the Baltimore County Planning Board, President of the Zeta Sigma Foundation and numerous other boards and commissions.
Scott has been an advocate and leader on issues that affect our community.

He is married to Valarie, his wife of 35 years and has two lovely daughters, Erin and Kaylyn.
