Throughout his career, N. Scott Phillips has worked diligently as an advocate for individuals in his community, especially those who are often overlooked. Given the opportunity to serve as Delegate for the 10th District, he will use his skills, knowledge, and 30 years of business acumen experience to fight for our community.
Currently Scott serves as the Director of a federally funded technical assistance program focused on Advanced Manufacturing, located in Baltimore Maryland. In this role, he focuses on assisting firms with securing capital, securing contracts, expanding markets and strategic business consulting. He is also the founder of the MiHUB Cooperative (Manufacturing Innovation HUB). MiHUB is a jointly owned and operated cooperative for minority manufacturers.
He is married to Valarie, his wife of 35 years and has two lovely daughters, Erin and Kaylyn.
Scott lives by two simple concepts, “for whom much is given, much is required” and “if it is to be it is up to me.”
Scott is a product of Baltimore County Public Schools, where he graduated from Woodlawn High School. Upon graduation, he attended Virginia Union University, majoring in accounting and graduating valedictorian of his class. He later attended the University of Maryland Francis King Carey School of Law where he obtained his law degree and passed the bar in 1986.
Throughout his career, Scott has remained grounded in the needs of District 10 residents. He has worked alongside community members, faith leaders, and local organizations to address real challenges and identify practical solutions. His approach is rooted in listening, collaboration, and a commitment to delivering meaningful results.
Scott is a proud life member of Phi Beta Sigma Fraternity, Inc., and a life member of the NAACP.

As Delegate, Scott brings a solutions-oriented mindset to his work in Annapolis, advocating for policies that strengthen public safety, expand economic opportunity, and uplift working families. He remains focused on ensuring that the voices of District 10 are represented and that the priorities of the community are reflected in the decisions being made.
